[scponly] chroot fails without warning - everything still works

Paul's right... I just assumed they wouldn't be there unless the '//' was 
present, but in looking through the code, as long as the CHROOTED_NAME 
matches the name of the binary being called, it should have at least 
attempted to chroot, even if the pwd should have been / after chrooting.
