[scponly] scp fails

No.  It runs fine here (FreeBSD 5.5) with giving --enable-scp-compat
flag to configure script.

Weird.  

May I ask you how do you build scponly?  If manually, please show us
your flags to the configure script.

Could you submit detailed debug log?  For example, after increasing
debug level by

  echo 2 > /usr/local/etc/scponly/debuglevel
