Then it's not picking up the debuglevel stuff correctly.

The following should tell you where the debuglevel file is for your install:

$ strings `which scponlyc` | grep debuglevel
/etc/scponly/debuglevel

Of course, if you aren't using a chroot it would be 'strings `which scponly` | 
grep debuglevel'.
