[scponly] syslog identifier

A configure update is close.  See below.

In the mean time if you want to see the scponly name in the syslog messages the quick fix
in release 4.1 is to run configure and then edit config.h and change the empty text string
for PACKAGE_NAME to scponly before the make.
[config.h:line 2 becomes "#define PACKAGE_NAME "scponly"]

P.S. I have an update for the autoconf configure.in file but the resulting configure needs to
be tested on the multitude of scponly platforms.  If you are willing to test the new configure
script please send me an email that includes your OS and hardware platform and I'll email you
a copy to try.  [If I get lots of offers I'll post this but it would be helpful to know which
platforms are being tested.  The file isn't significantly different.]
