Are you using user jails and, if so, have you set them up correctly?
Try chrooting to the jail you've created and then execute sftp - do you
get any error messages?

That's exactly what scponly is supposed to do!  It only allows you to
run a few programs while remaining compatible with winscp (and other
programs).  Have you tried using scp?  Or maybe even WinSCP on a windows
machine?
