[scponly] scponly and AIX

Hmm... I don't remember any inline functions.  Using xlc_r/cc_r, I had to 
patch scponly so that it would compile, but I don't remember anything about 
inline functions.  Perhaps that was prior to my patch which took care of all 
the issues I was aware of.  As far as I know, scponly now compiles cleanly 
against AIX.
