[scponly] no bin directory?

I installed scponly 3.9 with chroot support on a gentoo system. I didn't
use an ebuild, just followed the instructions in the source directory.
Config command was:
PATH="${PATH}:/usr/lib/misc" ./configure --enable-chrooted-binary --with-sftp-server
After "make jail", user scponly was created with home directory /home/scponly
These are the contents of /home/scponly:
	etc
	incoming
	lib
	usr
No /home/scponly/bin directory. Is this OK? The advise at the end of
make jail regarding groups and winscp is to copy groups to
/home/scponly/bin. Should I create this directory? And will it contain
only the "groups" program?
