[scponly] scponly 3-9 official release

ah yes, there ARE differences between the prerelease and this final 
release.  naturally, the md5 is also different.

the changes are a correction in the name of a variable in 
setup_chroot.sh.in and the addition of some commands that create an etc 
dir in the chrooted subdir.
