[PRL] PRL website

There's an updated design at http://www.ccs.neu.edu/home/pauls/prl/home.html,
based on the data from the old site.  I've been holding off on deploying it
until the summer is over and more people are around to update their data
(which will now be easier than in the old system).  On the other hand, I
could just re-announce it when the semester starts.  I'll talk to systems
about the details involved in deployment, and see if I can get it up soon.
