[PRL] emacs/cygwin question

Hi guys-- I'm running emacs-22.1 on my windows boxes.  I have three
machines-- wand-dell326, wand-dell-home, and my Toshiba laptop.

On two of these three machines, I can do M-x grep, etc., just fine.

On the other, I get the message:

start-process-shell-command: Spawning child process: invalid argument

This is not a grep issue.  I get the same thing trying to run latex from
auctex.
Not a .emacs issue:  I get the same behavior with emacs -q.

According to cygwin, which grep is /usr/bin/grep.

My PATH environment, according to emacs is:

(getenv "PATH")
"C:\\WINDOWS\\system32;C:\\WINDOWS;C:\\WINDOWS\\System32\\Wbem;C:\\cygwin\\bin;C:\\Program
Files\\QuickTime\\QTSystem\\;C:\\cygwin\\usr\\bin;"

OTOH, I just did the same thing on a working machine and discovered that
/usr/bin is not in its (getenv "PATH").

Oh yes, one other thing:  if I go to start tcsh from my cygwin bash window,
I get:

if: Expression Syntax.

I recall that this was something bogus in one of my dotfiles.  But I don't
even have a .tcshrc, so far as I know.  I mention this only insofar as it
might be related.

Do you guys have any idea what might be causing this, other than my using
Windows instead of a Mac?
