Look at the second paragraph of the conclusion.

I agree that the essay has little to say about
performance, but a lot of people read that second
paragraph and jumped to conclusions about all typed
languages, even though Kernighan's complaints were
very Pascal-specific.

Dave's question was not whether people were saying
anything valid about types and performance, but
whether people were blaming types for performance
problems.  They were.
