[PRL] DrScheme as a Language Workbench

I finally got around to reading this article, which was discussed, 
albeit not very informatively, on LtU. 

To what extent does the PLT Scheme PDE fit into this model?  I'm 
thinking of the integration capabilities in ProfessorJ, parsertools, 
etc.  Could Fowler's framework be used as a way of advocating for PLT?
