[PL-sem-jr] Proposed Time for PL Seminar, Jr.

I propose Mondays from 12:30 to 2:30.  It leaves macro reading group
attendees time to grab lunch, it leaves algorithms students time to
get books and go to lecture, and it gives us a full two hours to
mitigate our ignorance on a weekly basis.

If this doesn't work we have to go to mornings, evenings, or Friday. 
There's nothing else on Monday to Thursday unless we can do this in
under half an hour.
