[Cs5500] [Cs4800] MMG Warm Up Tournament

It seems the tournament is being run with this flag:
> proposedClaimMustBeNew: true

We discussed numerous times in class how this would be set to false for the MMG tournaments.

Can we make sure that's the case in future tournaments?
