[Cs5500] Change in Game Design : Adding Confidence in Claim

Hi,
    The new reputation computation requires Claim Confidence, the current
game design does not contain any confidence variable in Claim class.
So, we have modified the Claim definition in scg.cd to include the
confidence variable.

Attached is the updated scg.cd and scg.beh files.
