[Cs4800] Reg: Warm Up Tournaments held on Nov 25th

Hi Greg:

the problem seems to be with the avatar code not with the playground or SCG
Court. It is important to use

config.getScgCfg().getMaxProposals()

to access the maximum number of proposals allowed. We lowered it to 1 for
this particular playground.
