[Cs4800] Tournament tonight

We have now the following uniform rule:

Tournaments start at 10 pm. Registration starts at 8 pm.

Machine: Tank (URL: http://tank.ccs.neu.edu:7007/signup).

Signups will be approved Every 15 mins till 9.30 pm. After 9.30 pm, signups
will be approved every 5 mins.
