[Cs4800] On illegal protocol requests

The tournament server currently allows "ForAllExistsMax" and "ForAllExistsEqual" 
protocol request to go through, despite the configuration.  Some avatars are 
sending these out.

Do NOT attempt to correctly answer these queries!  The server, despite passing 
them on to your avatar, treats them all as the (legal) "ForAllExistsMin".

Your avatar should do the same, at least for this tournament / while this bug 
remains.
